Ian Skinner,  Managing Director, has a proven track record, with over 25 years experience of management, contract drafting, contractual advice, commercial management and claims negotiation in the transportation, construction, engineering and petrochemical industries. Nuclear Decommissioning Authority (NDA)
Reporting to Main Board Director of NDA undertaking Capstone Assurance Peer Review.

Thames Water - Property Disposals
Reporting to the CFO Thames Water, Ian Skinner was responsible for leading and managing a multi-disciplinary team of internal staff and external advisers in the disposal of surplus property assets within budget and time scale targets established by the client. The project involved liaison with asset owners, operations, legal, external agents, finance, treasury, the regulatory body and purchasers leading to the sale of circa £50m worth of surplus property of various kinds including:industrial, residential, agricultural, quarries, sports clubs, listed buildings, and other property assets. ISC was responsible for managing and approving all the costs of sales including legal, survey, enabling works and agent's fees.

Thames Water PLC (TW)
Metronet close out-Reporting to the CEO, Board Members and shareholders of TW,  Ian had full responsibility for closing out Thames Water exposure to shareholder risk potentially in excess of £400m. This involved managing a high calibre ISC team and the TW interface with funders/banks/Monolines/other shareholders/PPP administrator/Metronet/London Underground/Transport for London. A successful outcome was delivered over a two year period.

New Schools PFI
Reporting to the New Schools Board Director Ian lead the ISC Team in providing commercial advice and support resolving commercial and contractual Issues.

Metronet
Reviewing and advising on the overall Metronet commercial strategy, reporting to the Metronet Board and implementing the revised strategy with particular responsibility for co-ordination of dispute issues with London Underground on the PPP contracts (value £15bn).

Tube Lines
Member of the alliance board on behalf of Tube Lines on the Northern Line Fleet TT250 contract, providing commercial management advice on successful security claim adjudication.

Network Rail
Preparing and reviewing contract documentation and partnering and alliancing contracts for maintenance and renewals and major projects such as the West Coast Route Modernisation (Value £9bn).
Reviewing the joint account management processes for maintenance contracts (value £1bn).
Providing a detailed review of WCRM Overhead Line Alliance risk register and earned (value £55m).
Leading audit teams for Network Rail on actual cost/target cost contracts (value £100m - £600m for Track, OLE and other Alliance projects.

Balfour Beatty Management
Reviewing the commercial processes and procedures on Kings Cross redevelopment based on the NEC contract (value £300m).

Shurgard
Providing board level advice on the roll out of a construction programme of stores in the UK (value £12m).

Deutsche Babcock
Resolving partnering contract issues on Leuna Oil Refinery, Germany (value $500m).

Raytheon Constructors
Resolving alliance partnering issues on four pharmaceutical contracts worldwide (value $500m).

Surrey County Council
Providing pre-contract commercial and strategic advice in the preparation of the Highways Maintenance Contract (value £150m).
Leading team of commercial auditors and reporting on Actual Costs and best value for money.

Montpellier Group Plc
Providing due diligence commercial advice on successful acquisitions worth of between £50m and £250m.

West Sussex County Council
Reviewing and successfully rebutting the contractor's claims for the Ashington Bypass.
Preparation and successful negotiation of contractor’s claims on Gatwick, Stanstead, Manchester and Glasgow airports. Preparation of contractor’s claims on Hastings hospital.

Channel Tunnel UK
Preparing TML, the contractor's claims for works including approach roads, bridges, drainage, buildings and all associated infrastructure on behalf of TML.

Northcroft Neighbour & Nicholson
Providing commercial support in litigation and expert witness evidence in construction disputes and quantity surveying on the construction of industrial warehouse units (value £1m to £2m).

Costain Civil Engineering and Construction
Quantity surveyor on the Thames Barrier, Winchester NHS Hospital and Heathrow Airport projects.
